Kelly Freeman has been a member of the Government Information and Communication Service for twenty years and has worked in three major government departments.  For eleven years, she worked in a variety of marketing posts within COI Communications both above and below the line. 

Kelly moved in 1994 to the Inland Revenue where highlights included the Self Assessment campaign and delivering a number of high profile campaigns including Working Families Tax Credits and Children's Tax Credit.  She also led a major change programme within the Communications Directorate over a period of eighteen months. 

Kelly joined the newly created DEFRA (Department for Environment, Food and Rural Affairs) as Deputy Director of Communications in May 2001, and is currently studying part time for a Post grad/MA in Public Communication.
